Most of the Crescent Unit bases positioned throughout Wutai have been brought under control. Their communication links grow weaker by the day, so let's continue to put pressure on them.

Follow the path, taking the Elixir chest. At the intersection, continue east if you want the Stop Twister chest. Return to the intersection and take the southern path to find the boss. Start the battle with a cast of Graviga. Follow it up with an Assault Twister+ or a cast of Quake. Finish anyone still standing with regular critical attacks.
