From Final Fantasy - Wiki on Neoseeker

Gardens are military academies within the world of Final Fantasy VIII. They were founded by Cid and Edea Kramer, shortly after the Sorceress War.

As well as providing homes, training, and careers for the many orphans left after the war, Garden also has another, more secret purpose - to train SeeDs to defeat any future Sorceresses who may threaten the world.

There are three Gardens at the time the game takes place. There is also the White SeeD ship, which could also be classed as a 'garden' - although not officially named as such, it is a place founded by Cid to train SeeDs.

Balamb Garden

Balamb Garden is where the game begins.

Balamb Garden is a huge school where students, called SeeDs, are trained to become mercenaries. However, they are not merely warriors for hire - students are also trained in such arts as diplomacy, politics and dance, in order to better blend into a variety of situation.

Balamb Garden was made from an old Centra shelter and is later discovered to be mobile.
