Heidegger is a non-playable character from Final Fantasy VII. He is the head of Shinra's Public Safety Maintenance Department, which puts him in charge of all things military. He is quick to temper, and often abuses his soldiers when angered. His distinctive laugh (Gya ha ha), like Scarlet’s, has earned him a nickname from Reeve.

Heidegger is usually seen in meetings with the other top-ranking executives of Shinra. He is usually paired with Scarlet, who generally insults his intelligence. Heidegger plans and attends Rufus’ welcoming ceremony in Junon. He, along with Scarlet, appoints himself in charge upon Rufus’ assumed death. He later unleashes Proud Clod on the party, only to be killed in the wake of the battle.

Heidegger is briefly mentioned in Dirge of Cerberus by Reeve Tuesti to have been one of the few that were priveledged to knowledge of Deepground.
