With mako reactors falling under its management, the City Planning Department is struggling with the rise in consumption of mako energy. Restarting a previously abandoned facility may help combat the energy crisis. Go to the site and check on the facility's status.

[edit] Strategy
From the starting point, immediately turn around facing south and grab the HP Up+ chest. Follow the linear path to the boss, taking the Elixir chest on the way. Protect against Poison and engage the boss. Slaps (and its relatives) are resistant to physical attacks, so cast Firaga. If the enemies are close together, you may hit both and end the battle. If not, a second cast of Firaga will finish the foes.
